Each year, applications to support staff exchanges between French and Japanese teams of scientists wishing to pursue a joint research project can be submitted to the TYL-FJPPL.

Collaborative projects should be led jointly by a French and a Japanese staff scientist of the CNRS, CEA, KEK or one of the participating universities. Both emerging activities and new initiatives within existing projects can be supported. Joint training of young staff and students is encouraged, both through secondment periods in the partner team and co-supervised theses. Projects can be resubmitted at most three times. When re-submitted, a report on the activities in the elapsed year must be provided. If two teams wish to continue their collaboration beyond four years, they should submit a new proposal, with a new title and an evolution in the content, as well as new leaders. Available TYL-FJPPL funding being limited, requested amounts should be justified in terms of reasonable levels of exchange between the French and Japanese teams to achieve the goals of their joint research.

The timeline is usually as follows:
- deadline for applications in the middle of January
Line: 9 to 11
  - allocation of French and Japanese funds in June

Evaluation criteria have been agreed by the Steering Committee:
