Experimental, R&D and test facilities are available both in Japan and in France motivating medium and long term stays in the partner country. <a href="http://institut.in2p3.fr">IN2P3</a>-<a href="http://www.cnrs.fr/">CNRS</a>, <a href="http://www-dapnia.cea.fr/">DAPNIA</a>-<a href="http://www.cea.fr/">CEA</a> in France and <a href="http://www.kek.jp/intra-e/">KEK</a> in Japan have decided to set up an IAL (International Associated Laboratory, LIA in the french) to support and structure this rich activity. This IAL entitled "ILC-LHC and Particle Physics) as those created by CNRS in Japan (and other countries) is based on a network of French and Japanese laboratories. ---++ Host laboratories The French host laboratories are strongly involved in joint projects with Japan. They will welcome and support Japanese physicists working at CERN (LHC) or at other French facilities. They will contribute, on their own budget, to the running of the IAL and/or to the invitation of Japanese members. Phd student and post-docs will be exchanged between the partners countries. The IAL is open to any team (IN2P3, DAPNIA or related universities) regardless of their affiliation as long as the scientific project has been approved by the IAL steering committee. * <a href="http://lappweb.in2p3.fr/LAPP2004/">LAPP</a> (Annecy), * <a href="http://polywww.in2p3.fr/">LLR</a> (Palaiseau) * <a href="http://www-lpnhep.in2p3.fr/">LPNHE</a> (PARIS), * <a href="http://www.lal.in2p3.fr/dyn/">LAL</a> (Orsay), * <a href="http://www-dapnia.cea.fr/">DAPNIA</a> (Saclay), * <a href="http://www.kek.jp/intra-e/">KEK</a> (Tsukuba). </B> The access to experimental, R&D and test facilities for Researchers, engineers and technicians will be mitigated by this structure and Franco-Japanese research visibility largely improved. ---++ Scientific topics Research projects will be selected by a bilateral steering committee among proposals submitted by the researchers. 7 Main scientific topics have been identified: * Detector R&D (ILC, B-Physics, ...) * LHC (support to Japanese working at CERN, Grid) * B-Physics and super B factory * Neutrino Physics (T2K, Opera, ...) * Simulation, Event generators and data Analysis * Computing (GRID, Geant4, High precision numerical computation, Lattice Data Grid) * ILC accelerator R&D A Collaboration proposal detailed list is being prepared.
